The Research and Development Division (R&D) conducts research, policy and management studies on court operations and administrative functions; performs grant seeking activities and monitors grants in progress for the D.C. Courts; con-ducts caseload audits and maintains and reports official court statistics, including the Annual Report; disseminates court information to the public; and provides technical assistance to judges and court administrators, including the develop-ment of new initiatives, program evaluations and performance assessments. R&D is one of the administrative divisions of the Court System of the D.C. Courts and provides services to both the D.C. Court of Appeals and the Superior Court.

Since the inception of its grant seeking program in the mid-1990's, R&D has se-cured over $20 million in grant funds to implement the juvenile drug court, community court, and the courtwide integrated justice information system (IJIS), among other initiatives. Special project management performed by R&D has in-cluded the creation of the Superior Court's first website; implementation of the electronic filing pilot program in Civil I; management of two Congressionally-mandated evaluations of D.C. Courts' programs (Multi-Door and Social Services) and development of the Family Treatment Court, a multi-agency initiative to pro-vide substance abuse treatment for parents charged with child abuse and ne-glect.

The Division's work addresses seven functional areas of responsibility: 1) Re-source Development; 2) Data Analysis, Trend Monitoring and Reporting; 3) Program Evaluation and Performance Monitoring; 4) Best Practices and Other Research Studies; 5) Court Information Dissemination; 6) Annual Report Pro-duction; and 7) Special Project Management.

The staff consists of seven professional and technical staff with education and experience in social science research, policy analysis and grants acquisition, and two administrative support professionals.
