Human Resources Line of Business Shared Service Center (HR LoB SSC)
The D.C. Courts Human Resources Division and the Budget and Finance Division under Information Technology Division’s advisory services are embarking upon a new major court-wide initiative in FY12 and FY13 to implement a comprehensive and fully integrated human resources, payroll, and time and attendance system utilizing Federal Government's leading HR LoB SSC. Taking advantage of cloud based computing and economies of scale architecture, the new highly secure and flexible platform will incorporate personnel management, compensation management, benefits management, HR strategy, organization and position management, staff acquisition, performance management, HR development, employee relations, and separation management modules, as well as self and supervisor service capabilities, and ePayroll and Time & Attendance applications affording important functionalities and services available to all District of Columbia Courts’ employees. Provisioned as Software as a Service (SaaS) offering, the new comprehensive human resources, payroll, and time and attendance system is unique among other IT projects relying heavily on implementation and customer support services and only to a lesser extent on core technical expertise and capabilities. The new system is scheduled to go live by October 2013.
Voice Over Internet Protocol (VoIP)
The D.C. Courts Information Technology Division and the Multi-Door Division are scheduled for relocation to a newly renovated office space in its Judiciary Square Campus. This renovation effort will provide an opportunity to modernize the existing telecommunication infrastructure with a current technology referred to as VoIP. This technology will allow for voice traffic to be transmitted more reliably and efficiently over a data network. The many expected benefits to this technology will result in reduced capital costs, decreased telecommunications costs, simplified administration efforts, and greater mobility.
State-of-the-art Data Center
The D.C. Courts Data Center is scheduled for relocation to a new location during the 3rd quarter of 2012. Currently in the planning phase, the Courts is procuring professional services to assist the IT Division in the preparation, planning and development of a new state-of-the-art data center. The direct benefits of this relocation effort will result in a reduced total cost of ownership while providing greater physical and technological security for hosting the Courts’ sensitive data.
Court Social Services Management System
The D.C. Courts Information Technology Division is in process of providing full development life cycle services in order to deliver a multi-tiered, distributed, web-based system for the Family Court – Court Social Services Division and in conjunction with Family Court – Operations Division. The new custom application, based on J2E technologies, follows a round of comprehensive business process reengineering and automation, and is aimed at improving the activities of managing juvenile respondents, assigning and monitoring probation and social services staff performance, and streamlining mission critical business operations. Scheduled to Go Live during the 4th quarter of 2012, this secure and highly scalable system will interface with the Superior Court’s case management and document management applications, as well as external agencies systems, and provide centralized location in which juvenile respondent activity can be tracked. The main benefits include more accurate information that can also be shared with approved entities and reported on, streamlined business processes, better quality control and performance management capabilities, and ultimately, increased capability to better serve the community.
Family Court of Superior Court - Fathering Court
The D.C. Courts Information Technology Division is currently working with the Family Court Division on the Fathering Court initiative to improve and automate the process of monitoring and managing the status of non-custodial parents. The objective of the Fathering Court is to increase the number of non-custodial parents contributing to the financial and emotional wellbeing of their children. Scheduled to Go Live during the 1st quarter of 2012, a web-based system will be used to provide a centralized location in which Family Court program information can be input, viewed, and managed. The benefits include streamlining the performance measures reporting processes and significantly minimizing (or avoiding) the need for paper documents.
Video Remote Interpreting (VRI)
VRI provides an interim solution in the form of off-site remote interpreting services via video when in-person, on-site interpreting services are not immediately available. In conjunction with the D.C. Courts Interpreter Services, the Information Technology Division will be working to provide Video Remote Interpreting (VRI) throughout the Courts campus in FY12. This service would be permanently located in C-10, JM-15, Civil and Family Divisions and also in a portable format.
Video Streaming
The Information Technology Division will be developing a video streaming application that will allow various types of media to be shown live or simultaneously throughout the DC Courts campus. In an effort to make the Courts more accessible to the employees and the public video streaming technology will be used for remote witness testimony, overflow of large trials and live events broadcast on the intranet and on screen.
Online Reservation System
An online technology reservation system will be developed for public and employee use. This system will allow the public and employees to reserve equipment for trial use, meeting or training sessions. The use of an online system will help increase the efficiency and effectiveness of the Courtroom Technology Branch of the Information Technology Division.
